The nunnery in Palylul was first established by Aakham Lhamo, sister of the First Throne Holder Rigzin Kunsang Sherab in the 17th Rabjung Cycle. In accord with the tradition, His Holiness Pema Norbu Rinpoche, established the Nunnery Tsogyal Shedrubling in 1995. The main vision of His Holiness was to benefit all the nuns coming from distant countries to learn and practise the Sutra and Tantra, and to practise hearing, contemplating and meditating. Before the institute was established at the nunnery, Khenpo Tashi Tsering gave oral transmissions on Gateway to Knowledge (Khejug) to ten nuns. In 1996, according to the wish of His Holiness Pema Norbu Rinpoche, a curriculum was established and annual examinations were held. This marks the beginning of the shedra at the nunnery. Annually, teachers and the abbot for the nunnery are sent from the Ngagyur Nyingma Institute. From 2005, graduates of the Nunnery Institute are successively teaching in the institute. They also take on the huge responsibility of teaching the nuns in the Junior High school. Moreover, they are sent to teach in other countries like India, Nepal, Bhutan, and other foreign countries. Except for the Vinaya teachings for fully ordained monks and nuns, the curriculum and the examinations are identical to those of N.N.I.
